Code of Occupational Conduct and Public Job Ethics
Article (1):
This code is called the Code of Professional Conduct and Public Service Ethics, and it shall be enforced as of the date of its approval by the Council of Ministers.
Article (2):
The definitions contained in the applicable civil service system in force shall be approved for the purposes of this code.
Article (3):
The provisions of this Code apply to all employees subject to the civil service, and to employees of independent institutions and departments.
Every new employee, before starting work, must sign a document pledging to abide by this code, and a copy of this pledge is kept in his job file.
This code is based on the foundations and principles of justice, on equal opportunities, transparency, accountability, professional integrity, impartiality, belonging to the country and the department and insisting on achieving its mission and objectives, and bearing responsibility, and the employee must abide by the provisions of this code in addition to the foundations and principles that are based on it.
Any violation of the provisions of this Code requires accountability and taking disciplinary measures and penalties in accordance with the provisions of the law.
Article (4):

Establishing ethical standards, basic rules and principles of civil service ethics, high professional values and culture among civil servants, enhancing adherence to these standards, rules and values, and consolidating the foundations for good and rational governance practices, by educating civil servants and directing them towards sound job ethics and self-discipline frameworks that Governing the workflow of the civil service in harmony with the laws and regulations in force, as well as by stating their duties and job responsibilities and their role in improving services and enhancing credibility in the public service.
Enhancing citizen and public service recipients’ confidence in the work of government institutions, and increasing respect and appreciation for their role in providing services in the best possible way.
Article (5):
The duties and general responsibilities of the employee, the employee shall:
Actively performing the duties and tasks of his job, with integrity, integrity, accuracy, professionalism and impartiality, and to the maximum of his capabilities, and he shall work to serve the objectives and goals of the department and achieve the public interest alone.
Ensuring familiarity with the laws and regulations in force and their application without any abuse, violation or negligence.
C) Devoting official working hours to carrying out the tasks and duties of his job, and not carrying out any activity that is not related to his official duties.
Constant pursuit to improve his performance, develop his professional capabilities, see the latest developments in the field of his work and the work of the department for which he works, and make proposals that would improve work methods and raise the level of performance in the department, and help provide a safe and healthy work environment.
To refrain from any actions, practices, or actions that violate morals and proper behavior, and to refrain from offending or inciting against the political opinions or religious beliefs of others inside or outside his circle.
Facilitating investigation and inspection procedures carried out by the competent authorities by all possible means, providing information and responding to inquiries in his possession of those responsible for investigation and inspection missions, in accordance with the laws and regulations in force.
Not to strike or incite others to strike, to refrain from organizing group petitions related to the job or to participate in organizing them, whatever the reasons and motives, and to adhere to the appropriate methods of complaint.
Fulfill all financial dues incurred by him for the department in accordance with the laws and regulations in force without delay.
Article (6):
Dealing with others
a. In the area of dealing with service recipients, the employee must:
1- Respecting the rights and interests of others without exception, and dealing with the public with respect, courtesy, courtesy, impartiality, impartiality and objectivity without discrimination on the basis of race, gender, religious or political beliefs, social status, age, physical condition, or any form of discrimination.
2. Seek to gain the public’s confidence through its integrity, responsiveness and sound behavior in all of its actions in accordance with applicable laws, regulations and instructions.
3. Accomplish the required transactions with the required speed and accuracy and within the limits of the jurisdiction, answer the inquiries and complaints of the service recipient accurately, objectively and quickly, and explain the reasons in the event of non-approval or delay in their transactions.
4. Providing the recipients of the service with the required information related to the work and activities of his department accurately and quickly without deception or misleading in accordance with the legislation in force, and to guide them to the complaints mechanism in case they wish to file a complaint with the concerned authorities.
5. Giving priority to care and care for people with special needs, and providing assistance and assistance to them.
6. Dealing with documents and personal information related to individuals with whom he deals with strict confidentiality and in accordance with applicable laws and regulations, and not to exploit this information for personal purposes.
7. Abstaining from any action that negatively affects the public’s confidence in the public job.
B. In the field of dealing with his superiors, the employee must:
1- Adherence to the implementation of the orders, directives and instructions of his superiors according to the administrative hierarchy, and if those orders and instructions are in violation of the legislation in force, the employee must inform his supervisor in writing of the violation occurring, and he is not obligated to implement these orders and instructions unless confirmed by his boss in writing, and in this case he may inform the Audit Bureau In all cases, the employee has to refuse to implement the instructions if their violation constitutes a violation, misdemeanor or felony punishable by the Penal Code or any other applicable legislation.
2- Dealing with his superiors with respect and not trying to gain any preferential treatment by means of flattery or deception, or through favoritism or favoritism.
3- Not deceiving or misleading his superiors, and refraining from concealing information related to his work with the aim of influencing the decisions taken, or hindering the progress of work, and he must cooperate with his superiors and provide them with the opinion, advice and experience he possesses in every way.
